Targeted is the least precise word on any panel. It is used for at least four different products with very different prices and very different value, and the listing rarely says which one you are buying.

The four things it can mean

Country targeted is the most common and the most verifiable: the accounts are registered in a particular place. Whether it matters depends on whether anyone will inspect your audience breakdown.

Language targeted is a weaker version of the same thing, usually meaning the accounts have interacted with content in that language. It is cheaper and harder to verify.

Interest or niche targeted claims the accounts engage with a category of content. This is where claims get thin — the supply chain that would be needed to deliver genuinely interested accounts at panel prices mostly does not exist.

Competitor targeted claims followers drawn from a specific account's audience. Treat this as the least reliable of the four and price accordingly, because verifying it after delivery is essentially impossible.

The verifiability test

Ask what you could check the day after delivery. Country you can see in your own audience insights. Language you can partly infer. Interest and competitor targeting you cannot check at all, which is precisely why those two are the labels most freely applied.

Price tells you more than the description
