What targeting actually controls
Targeting controls the pool the accounts are drawn from. Country, sometimes language, sometimes broad interest. The result is that the people who liked your post are plausibly from the place you sell to, and if anyone opens the like list, the names and profile photos match your audience rather than contradicting it.
